## Data Structure

Each state entry contains:
- `status`: strong-protection | moderate | industry-favorable | federal
- `nodeCount`: total statutory sections
- `categoryCounts`: per-category section counts
- `categories.{key}.provisions[]`: individual statutory provisions with section references and summaries
